I can’t say that I’m surprised at Fox. I’d pretty much given up on Dollhouse (again).

They needed to either tell the big story, the one that made Epitaph One amazing. Tell it, tell it all, tell it till it’s done, and then… be done.

Or they needed to back off of Ballard and Echo. They are the main characters, the heroes of the story, and when they progress the story ends. So they must stagnate in order to drag out the story. So stop focusing on them, show us the awesome nifty cool little characters for 90% of the show. Do more episodes where Whiskey is the awesome, but don’t mix that up with more boring Echo doesn’t progress nonsense. Minor character all the way through and then have Echo do her trademark highly symbolical minor action at the end of the episode that makes your hair stand on end.

Then again, I’m one of the idiots who loved Sarah Connor and am digging on SGU. So what do I know. =)
